For my brother’s wedding, the wedding team had some beautiful head garlands made for the flower girls. These are the material they used:

Vines, tiny flowers (baby’s breath) with stems and leaves, tape, a coil of wire and a hot glue gun.

1) the wire was coiled to form a circle (guide wire) according to the person’s head size.  A little extra space was allowed at each end to make a hook and an eye.

2) The vines were then twirled around the wire to create the garland. At intermediate points, tape was used to lock the vines to the wire and attach the flowers to the vines. This procedure was repeated until the vines completed the loop and enough flowers were attached to the vines.

3) A hot glue gun was used to fix uneven parts to make the garland look neat.
